The Doctor and Martha arrive in 1930's New York to find hundreds of dispossessed Americans living in Central Park, in a shanty-town called Hooverville, where people keep disappearing into the sewers and not coming back! Meanwhile, a project to build a mast atop the under-construction Empire State Building is being overseen by the evil Mr Diagoras, who is in league with the Daleks of The Cult of Skaro... The Daleks are trying to build a stronger new army, as well as experimenting on the humans they have kidnapped, turning them into special hybrid pig-men! A missing stagehand at a local theatre brings the Doctor and Martha right into the Dalek's underground lab, where the Time Lord is shocked by what he sees!
